- Defeated incumbent Republican Wayne Gilchrest in the 2008 primary for Maryland’s 1st congressional district but lost the general election; won the seat in 2010

- Supports using independent redistricting commissions for federal offices
- Downplayed the violence of the January 6 Capitol riot and opposed creating a commission to investigate it

- Prescribed ivermectin to constituents for treatment of COVID-19, despite it not being FDA-approved for such use
