- Previously represented the 6th district in the Texas Senate
- Born and raised in Texas, the eighth of ten children in a Mexican American family
- Graduated from Texas Woman’s University with a degree in social work and later received a Doctor of Jurisprudence degree from Texas Southern University Thurgood Marshall School of Law
- Appointed as presiding judge of the Houston Municipal System in the early 1980s, serving five terms under two mayors
- Became Houston city controller in 1998
- Elected to the Harris County Commissioner’s Court in 2002, the first woman and first Latina to hold that post in her own right
