- Served as a Congressional Delegate for Washington Territory from 1879 to 1885.
- Attended Portland Academy, the Baptist Seminary in Oregon City, and McMinnville College.
- Held positions as Justice of the Peace, postmaster, and clerk of Grant County in Oregon.
- Practiced law in San Francisco, California, before moving to Walla Walla, Washington.
- Served as city attorney of Walla Walla.
- Presided over the Republican Territorial convention at Vancouver in 1874.
- Was an advocate of bigotry toward Chinese immigrants.
- After his congressional service, resumed practicing law and served as judge of the superior court of Walla Walla from 1896 to 1913.
- Died in Walla Walla, Washington, and was interred in Blue Mountain Cemetery.
