- Earned a BA in political science and government from Tulane University and a JD from Pepperdine University School of Law
- Worked for Vice President Al Gore from 1996 to 2001 and on Barack Obama's 2008 presidential campaign, as well as on the White House national advance staff from 2008 to 2012
- Ran unsuccessfully for California's 12th State Senate district in 2006
- Opened a law practice in Cary in 2011, specializing in criminal defense
- Served as a member of the North Carolina Senate from the 16th district from 2019 to 2023
- Elected to the U.S. House of Representatives in 2022, serving North Carolina's 13th congressional district
- During his tenure in the North Carolina Senate, was appointed to several committees and co-sponsored significant legislation, including a bill to restore higher education pay for teachers and a bill to increase the scope and punishment of hate crimes
- In Congress, is a member of the Blue Dog Coalition, New Democrat Coalition, and Problem Solvers Caucus, and serves on the House Committee on Financial Services
- Supports abortion rights and the codification of Roe v. Wade into federal law
- Lives in Cary, North Carolina, with his wife, Caroline, and their two children
- Is a second cousin of conservative commentator Tucker Carlson
