Amends the Food, Agriculture, Conservation, and Trade Act of 1990 to provide emergency assistance for farmworkers.
Defines “covered disaster” to include adverse weather events and unexpected health crises that impact farmworkers’ income and ability to work.
Establishes criteria for “eligible farmworker organizations” that can receive grants, including membership-based organizations and certain tax-exempt organizations with experience in supporting farmworkers.
Defines “migrant or seasonal farmworker” based on income and work time criteria related to farm work.
Authorizes the Secretary of Agriculture to make grants to eligible farmworker organizations during periods of covered disasters for emergency relief.
Specifies allowable uses of grant funds, including direct financial assistance, capacity building, community resiliency efforts, infrastructure support, and emergency services.
Ensures that grant funds remain available until fully expended.
Requires the Secretary to develop and implement a promotional plan for grant distribution.
Mandates consultation with eligible farmworker organizations during the implementation of the assistance program.
