Legislation Details

Amends the Homeland Security Act of 2002 regarding the authority of U.S. Customs and Border Protection (CBP) to manage customs revenue functions.
Removes the ability to “consolidate” from the list of actions CBP can take regarding staffing levels but specifies that staffing cannot be reduced below the optimal level determined by the most recent Resource Allocation Model.
Adds National Account Managers and International Trade Analysts to the list of positions that cannot be reduced in staffing level.
Grants the Commissioner of CBP the authority to consolidate, modify, or reorganize customs revenue functions, including the creation of new positions or modification of existing job series, grades, titles, or classifications, in consultation with the Office of Personnel Management (OPM).
Requires the Director of OPM to establish new position classification standards for any new positions created under this authority.
Makes a technical correction to a reference within the Homeland Security Act of 2002, changing “403(a)(1)” to “403(1)”.
