Legislation Details
- Amends the Social Security Act to authorize demonstration projects for direct support worker career advancement.
- Grants will be awarded to eligible entities to provide education, training, and career advancement opportunities for personal or home care aides, home health aides, and nursing assistants.
- Eligible individuals must have an income not exceeding 200% of the poverty line and be employed in relevant positions with a specified patient volume from individuals receiving medical assistance.
- At least 50% of the projects must prioritize support for rural areas, underserved urban areas, and diverse populations, including women and Black and Latinx individuals.
- Grants for demonstration projects are capped at $750,000 per year.
- Eligible entities must submit interim and final reports on project activities, which will be evaluated by the Health Resources and Services Administration.
- A final report summarizing the evaluation and recommendations will be submitted to Congress within one year after project completion.
- An appropriation of $5 million is allocated for each fiscal year from 2025 to 2027 to support these projects.
- Home health aides who complete training under these projects will receive an additional 25% payment for services rendered starting October 1, 2025.
