Legislation Details

Amends the Social Security Act to authorize demonstration projects for direct support worker career advancement.
Grants will be awarded to eligible entities to provide education, training, and career advancement opportunities for personal or home care aides, home health aides, and nursing assistants.
Eligible individuals must have an income not exceeding 200% of the poverty line and be employed in relevant positions with a specified patient volume from individuals receiving medical assistance.
At least 50% of the projects must prioritize support for rural areas, underserved urban areas, and diverse populations, including women and Black and Latinx individuals.
Grants for demonstration projects are capped at $750,000 per year.
Eligible entities must submit interim and final reports on project activities, which will be evaluated by the Health Resources and Services Administration.
A final report summarizing the evaluation and recommendations will be submitted to Congress within one year after project completion.
An appropriation of $5 million is allocated for each fiscal year from 2025 to 2027 to support these projects.
Home health aides who complete training under these projects will receive an additional 25% payment for services rendered starting October 1, 2025.
