Establishes a pilot program to assess technology for improving cargo inspection at U.S. land ports of entry.
The program aims to enhance the detection of contraband, illegal drugs, weapons, and human smuggling.
The Secretary of Homeland Security, through the CBP Innovation Team, will implement pilot projects within one year of enactment.
The pilot projects will test at least five types of nonintrusive inspection technology enhancements.
Technologies to be tested include artificial intelligence, machine learning, high-performance computing, and quantum information sciences.
The projects will evaluate the effectiveness, efficiency, and safety of the technologies in improving inspection processes.
The CBP Innovation Team will collaborate with the private sector for input on commercially viable technologies.
Data privacy protections will be implemented, including adherence to privacy laws and regular audits.
The pilot projects will terminate five years after enactment, with required reports to Congress on effectiveness and recommendations.
Reports will include analyses of technology performance, cost-effectiveness, and impacts on privacy and civil liberties.
No additional funds are authorized for the implementation of this Act.
