Amends title XVIII of the Social Security Act regarding payment rules for manual wheelchairs under Medicare Part B.
Establishes a requirement for the Secretary to create separate HCPCS codes for ultralightweight manual wheelchairs based on construction materials (titanium or carbon fiber vs. other materials).
Allows individuals to purchase or rent upgraded manual wheelchairs made of titanium or carbon fiber starting January 1, 2025.
Permits suppliers to charge individuals the difference between the Medicare fee schedule for non-upgraded wheelchairs and the fair market value of upgraded models.
Requires suppliers to inform individuals of potential financial liabilities through an advance beneficiary notice before the purchase or rental of upgraded wheelchairs.
