Amends the Small Business Act to require the Small Business Administration (SBA) to publish or update a resource guide for small business concerns operating as child care providers.
The resource guide must be published within one year of enactment and updated at least every five years thereafter.
The guide will cover various business models and include guidance on:
Operations (marketing and management planning)
Finances (financial planning, financing, payroll, and insurance)
Compliance with relevant laws (including the Internal Revenue Code)
Training and safety (equipment and materials)
Quality (eligibility for funding under the Child Care and Development Block Grant Act)
Other matters deemed appropriate by the Administrator.
The SBA Administrator must consult with:
The Secretary of Health and Human Services
Representatives from lead agencies under the Child Care and Development Block Grant Act
Local or regional child care resource and referral organizations
Other relevant entities as determined by the Administrator.
The resource guide must be published in English and the ten most commonly spoken languages in the U.S., including Mandarin, Cantonese, Japanese, and Korean.
The guide will be made available on a publicly accessible website of the SBA.
The SBA will distribute the guide to its offices and consulted persons, as well as to women’s business centers, small business development centers, Service Corps of Retired Executives chapters, and Veteran Business Outreach Centers for further distribution to child care providers.
