Establishes a pilot program for certain members of the Armed Forces to pre-enroll in the Department of Veterans Affairs’ system of annual patient enrollment before their separation from service.
Specifies that the program is for members who are performing active service, are eligible for enrollment upon separation, and are described in section 1710(e)(1)(D) of title 38, United States Code.
Requires the creation of a mechanism allowing eligible members to elect to pre-enroll during the 180-day period before their separation from service.
Mandates briefings and annual reports to appropriate congressional committees on the implementation of the pre-enrollment mechanism and the demographics and numbers of service members who elect to participate or not.
Sets the termination date of the program as three years after the enactment of the Act.
Directs the Comptroller General of the United States to submit a report analyzing the program’s effectiveness and recommending improvements within two years after the program’s termination.
Defines terms used within the context of the legislation, including “active military, naval, air, or space service” and “appropriate congressional committees.”
