The legislation mandates the Secretary of Commerce to provide training and guidance on human rights abuses, particularly those affecting the Uyghur population in China.
Training is to be offered to Department of Commerce employees who counsel businesses involved in interstate commerce or foreign direct investment.
The training will focus on raising awareness of human rights abuses, including forced labor issues in the Xinjiang Uyghur Autonomous Region.
The training content will be integrated into existing training programs and updated as deemed appropriate by the Secretary.
The Secretary of Commerce is also required to offer guidance to U.S. businesses regarding human rights abuses when engaging in commerce or investment, especially with entities in jurisdictions with significant human rights violations.
The guidance will include information on identifying risk factors related to human rights abuses, avoiding business with implicated entities, and understanding the potential risks of such transactions.
The guidance is intended for advisory purposes only.
