Establishes an interagency advisory Commission on Advancing Restorative Justice in Elementary and Secondary Education.
Aims to address racial and gender biases in school discipline and improve educational opportunities for students of color.
Supports mental and behavioral health for students of color through culturally competent services.
Recommends school psychologist-to-student and counselor-to-student ratios for better mental health support.
Develops guidelines for tracking and reporting student participation in restorative practices.
Creates definitions for “restorative justice” and “restorative practices” for use by the Department of Education.
Provides training materials for school personnel to enhance cultural competency and reduce bias.
Commission to consist of up to 13 members from various educational and health organizations, including students and family members of students of color.
Requires annual reports on the Commission’s progress and a final report with findings and recommendations.
Commission will terminate 90 days after submitting the final report.
