Establishes the Destination Reception Services Program within the Office of Refugee Resettlement.
Creates a New Arrival Services Board to oversee the program and coordinate with existing refugee and unaccompanied children programs.
Defines “eligible arrival” as individuals granted parole, placed in removal proceedings, or with pending asylum applications.
Appoints a Board chairperson and eight additional members from relevant organizations with experience in providing services to eligible arrivals.
The Board will identify communities with high concentrations of eligible arrivals and recommend funding allocations based on specific criteria.
The program aims to provide medium-term services to promote self-sufficiency and reduce reliance on emergency services.
Services funded may include housing assistance, medical care, childcare, workforce development, transportation support, legal services, and case management.
Local communities must establish local new arrival services boards to manage grant applications and service provision.
Grants will be awarded to local governments and nonprofit organizations to enhance service delivery for eligible arrivals.
The program is not an alternative to detention and does not require participation in monitoring or surveillance.
Authorizes $3 billion annually for fiscal years 2025 through 2028 to support the program.
