Exempts vessels from certain requirements of the Jones Act for 180 days if needed for disaster relief.
Waives the Davis-Bacon Act requirements for projects related to disaster damage repair.
Establishes an Emergency Recovery Board within 30 days of a major disaster declaration to review recovery processes.
The board will include federal, state, and local officials, as well as congressional staff.
Requires the board to submit an initial report within 30 days and a secondary report within 90 days, providing recommendations for recovery improvements.
Updates hazard mitigation requirements to include compliance with environmental laws.
Allows for the installation of prescheduled technological improvements during the repair or replacement of damaged facilities.
