Amends the Help America Vote Act of 2002 to require states to provide secured drop boxes for voted absentee ballots in federal elections.
Mandates that each county in a state must have in-person, secured, and clearly labeled drop boxes available for absentee ballot drop-off.
Drop boxes must be available from 45 days before the election until polls close on election day.
Ensures accessibility of drop boxes for individuals with disabilities and those with limited English proficiency.
Establishes a formula for determining the number of drop boxes based on the number of registered voters in a county.
Requires states to consider non-discriminatory access, public transportation availability, and community needs when determining drop box locations.
Specifies that states must consult with Tribal leaders regarding drop box provisions on Tribal lands.
Requires posting information on the requirements for absentee ballots at each drop box.
The provisions will take effect for the general election for federal office in November 2025 and subsequent elections.
