Establishes a process for the Department of State to efficiently and effectively set up new diplomatic missions, particularly in strategic locations worldwide.
Emphasizes the importance of expanding the U.S. global diplomatic footprint to compete with the diplomatic expansion of the People’s Republic of China.
Highlights the need for diplomatic missions to be fully resourced and equipped upon or even before opening to allow diplomats to focus on advancing U.S. national interests.
Requires the Secretary of State to submit a report to Congress within 60 days detailing the creation of an “embassy in a box” concept to expedite the opening and operation of new missions.
The report must include lists of authorities, processes, equipment, and support staff related to opening new missions, as well as any new authorities needed.
Delegates authority to the Director of the Office of Management Strategy and Solutions to expedite the creation and support of new missions, including waiving or reducing processes and ensuring management and operational support.
Mandates the implementation of the Secure Embassy Construction and Counterterrorism Act of 2022 within 60 days, including promulgating new policies and procedures and reporting their impact on overseas facilities and embassy construction projects.
Defines “new diplomatic mission” as any bilateral diplomatic mission opened since January 1, 2020, in countries where there had not been a U.S. diplomatic mission for the past 20 years.
Sets a sunset clause for the authorities and requirements of the Act to terminate ten years after enactment.
