Legislation Details

  • Designates certain organizations as foreign terrorist organizations (FTOs).
  • Requires the Secretary of State to designate specific organizations as FTOs within 90 days of the Act’s enactment.
  • Lists 12 specific organizations for designation, including Abu Fadl al-Abbas Brigades, Ansarallah (Houthis), Badr Organization, and others.
  • Includes any foreign entity or organization affiliated with, or controlled by the Islamic Revolutionary Guard Corps in the designation.
  • Mandates the President to decide within 60 days of the Act’s enactment whether to impose sanctions on certain listed organizations or their affiliates.
  • Specifies the sanctions as those applicable under Executive Order 13224, which relates to blocking property and prohibiting transactions with entities supporting terrorism.
  • Requires the Secretary of State, in consultation with the Secretary of Commerce, to report to Congress every 180 days on new entities that meet the criteria for FTO designation or sanctions under Executive Order 13224.
  • Requires the President to report to Congress within 60 days after making a determination on sanctions, detailing whether the organizations listed have been sanctioned and providing explanations for any that have not.
