Establishes a foreign military officer subject matter expert exchange program, named the “Middle East Regional Integration Military Subject Matter Expert Exchange Program.”
Aims to facilitate interaction, cultural exchange, and mutual learning among military members to support regional integration in the Middle East.
Participants will include members from the Armed Forces of the U.S. and participating militaries.
The program will cover a range of experiences at tactical, operational, and strategic levels.
Participants will be selected from various military pay grades, including E-7 to E-9, CW-3 to CW-5, and O-3 to O-9, among others.
Participants must have expertise in areas such as strategic doctrine, defense planning, military law, cyber resilience, and counterterrorism.
The program will include diverse learning modalities and may have separate agendas based on participant backgrounds or ranks.
Participants are required to meet in person at least quarterly.
An Exchange Program Coordinator will be designated to oversee the program, ensuring compliance and reporting on its progress.
The Secretary of Defense must submit annual reports on the program’s activities, effectiveness, and recommendations for improvements for five years following enactment.
Reports will summarize participant countries, subject matter covered, and any new topics added to the program.
The program is intended to enhance military cooperation and integration among U.S. allies in the Middle East.
