Confidence in agency leadership’s support for discipline.
Confidence in the current employee discipline system.
Feelings of support as a manager.
Adequacy of training for disciplining employees.
Time available to observe and correct deficiencies in new employees.
Reasons for not attempting to discipline employees.
Involvement in labor negotiations affecting work units.
Recommendations for colleagues to become managers.
Impact of discipline issues on morale and employee retention.
Surveys must allow for narrative responses in addition to quantitative or qualitative options.
Updates to regulations must be made by the Office of Personnel Management within 180 days of enactment.
Defines “agency” and “Federal manager” for the purposes of the legislation.
