Establishes a Commission on Federal Natural Disaster Resilience and Recovery within the Office of Management and Budget.
The Commission’s purpose is to examine and recommend reforms to enhance the efficiency and effectiveness of federal programs related to natural disaster resilience and recovery.
Composed of 15 members, including representatives from state, local, and tribal governments, the private sector, and non-governmental organizations.
Members will include emergency management professionals, health scientists, infrastructure protection experts, and representatives of individuals with disabilities.
Appointments to the Commission must be made within 120 days of enactment.
The Commission will elect a chair and vice-chair, with specific compensation guidelines for non-federal members.
The Commission is required to hold its first meeting within 240 days of enactment and can meet virtually or in-person.
Various federal agencies are required to provide assistance and information to the Commission.
The Commission will submit a final report with recommendations to Congress within two years of its first meeting, including actionable policy recommendations and a review of federally funded activities related to disaster resilience and recovery.
Interim reports are required every six months after the enactment of the Act.
The Commission will terminate 60 days after submitting its final report.
No additional funds are authorized; the Commission will operate within existing appropriations for the Office of Management and Budget.
