Legislation Details
- The legislation aims to limit funds for Afghanistan until certain conditions are met.
- Funds authorized for the Department of State for Afghanistan cannot be released unless the Secretary of State certifies the release of all unlawfully or wrongfully detained U.S. nationals in Afghanistan.
- The President has the authority to waive this funding limitation if it is deemed necessary to secure the release of a detained U.S. national, provided a detailed justification is submitted to Congress.
- The Secretary of State is required to report to Congress on the status of unlawfully or wrongfully detained U.S. nationals within 30 days of enactment and every 90 days thereafter.
- Determinations regarding unlawful or wrongful detention will be made in accordance with the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act.
- The term “appropriate congressional committees” is defined to include specific committees in both the House of Representatives and the Senate.
