Establishes a grazing management program on Federal land in Malheur County, Oregon, known as the “Malheur County Grazing Management Program.”
Authorizes the Secretary of the Interior to implement the program in accordance with existing laws and regulations.
Provides operational flexibility for grazing permittees and lessees, allowing adjustments to grazing permits based on changing conditions such as weather and forage production.
Requires the development of cooperative rangeland monitoring plans to evaluate livestock use and its impact on rangeland health standards.
Establishes the Malheur C.E.O. Group, consisting of representatives from grazing permittees, conservation organizations, and local tribes, to assist in managing the grazing program and propose eligible projects.
Designates approximately 926,588 acres of Federal land in Malheur County as wilderness, creating multiple specific wilderness areas.
Allows for the continuation of existing grazing practices within designated wilderness areas, provided they were established before the enactment of the legislation.
Facilitates land conveyances to the Burns Paiute Tribe, including taking certain lands into trust and establishing a co-stewardship area.
Ensures that the management of Federal land not designated as wilderness will focus on principal uses unrelated to wilderness purposes.
Authorizes the Secretary to take necessary actions for wildfire suppression and invasive species control on both designated wilderness and non-wilderness Federal lands.
Maintains existing grazing rights and privileges under the Taylor Grazing Act and other applicable laws.
