Establishes a Crisis Management and Strategy Unit within the Department of State, led by a senior official experienced in crisis management.
The Unit will coordinate the Department’s response to international crises and manage non-combatant evacuation operations.
Requires the Department to publish the structure and duties of the Unit in the Foreign Affairs Manual within 180 days of enactment.
Mandates annual tabletop exercises or simulations on international crises, addressing crisis response and evacuation requirements.
Exercises must include participation from relevant senior leadership and may involve consultation with other federal agencies and foreign partners.
Establishes a Department of State Reserve Corps to maintain a reserve of trained personnel for rapid deployment during crises.
Provides guidelines for the appointment, compensation, and reemployment rights of Reserve Corps members.
Designates a Coordinator for Crisis Communication to oversee messaging and communication efforts during crises.
Directs the Foreign Service Institute to enhance crisis management training and curriculum for personnel.
Authorizes the Secretary to support locally employed staff and their families during emergencies, including transportation and housing assistance.
Establishes a Red Team capability to evaluate and improve crisis response and contingency planning.
Creates a clearinghouse for lessons learned and after-action reports related to crisis evacuations.
Emphasizes the importance of maintaining a diplomatic presence in high-risk areas and requires assessments of staffing needs in such posts.
Mandates additional reports to Congress on crisis response efforts, including adherence to responsibilities and coordination with other agencies.
Requires the development of an acquisition plan for crisis management software and improvements in responsiveness to public inquiries during crises.
