Establishes a program to combat oil theft in the Permian Basin through the creation of the Permian Basin Oil Theft Task Force.
The task force will be led by the Director of the Federal Bureau of Investigation (FBI) and will include federal, state, local, and tribal law enforcement personnel.
Requires the task force to submit annual reports to the President and relevant congressional committees detailing activities, criminal charges, convictions, and financial expenditures.
Authorizes $1,000,000 in appropriations to support the task force’s operations.
Enhances criminal penalties for oil theft by amending existing laws to increase prison sentences for related offenses.
Expands the definition of stolen goods to include oil, pipeline, and related equipment in federal theft statutes.
Allows the use of Byrne Justice Assistance Grant (JAG) funds for programs aimed at reducing or combating oil theft and related crimes.
