Amends the Public Health Service Act to maintain the Rural Communities Opioid Response Program.
Establishes a program to enhance prevention, treatment, and recovery services for substance use disorders in rural areas.
Grants and cooperative agreements can be awarded to eligible entities for program implementation.
Eligible entities include states, Indian Tribes, state offices of rural health, and other domestic entities.
Funds can be used for planning activities, implementing evidence-based delivery models, addressing emerging public health issues, and providing technical assistance.
Prohibits the use of funds for acquiring or improving real property.
Applications for grants must include community involvement in program development and operations.
Grants or cooperative agreements can be awarded for a maximum of 5 years.
Authorizes $165 million in appropriations for each fiscal year from 2024 to 2028 to support the program.
