Legislation Details

Requires the Under Secretary of the Science and Technology Directorate of the Department of Homeland Security to create a comprehensive policy and process for safeguarding sensitive research and development information.
Amends the Homeland Security Act of 2002 to include a new responsibility for developing safeguards against unauthorized access and disclosure of sensitive information in research and development acquisitions.
Mandates a report from the Comptroller General within one year on the Department’s compliance with National Security Presidential Memorandum-33 and the National Science and Technology Council’s 2022 implementation guidance.
The report must cover compliance with disclosure requirements, coordination with other federal agencies on research security, and the role of the Science and Technology Directorate in establishing a research security framework.
Requires a briefing from the Secretary of Homeland Security to Congress within 90 days on the development of policies and processes for safeguarding research and development.
