Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
Expands eligibility for individual and public assistance to areas contiguous to those designated for assistance due to a major disaster.
Defines “covered assistance” to include hazard mitigation assistance and various forms of individual and public assistance.
Updates the definition of “major disaster” to include cumulative damage from multiple natural catastrophes occurring within a 12-month period.
Requires the Federal Emergency Management Agency (FEMA) Administrator to issue interim guidance within 60 days of enactment to implement the amendments.
Mandates the President, through the FEMA Administrator, to issue necessary rules and regulations within 18 months of enactment to ensure compliance and implement the amendments.
