Legislation Details

Amends the Marine Debris Act to enhance the Marine Debris Program managed by NOAA.
Expands the definition of contracts to include “other agreements.”
Allows NOAA to contribute in-kind costs for projects that benefit the agency.
Changes the status of the Marine Debris Foundation from an “organization” to a “corporation.”
Includes Indian Tribes in the purposes of the Marine Debris Foundation.
Establishes a process for the Board of Directors to recommend appointments for its members.
Sets a term of 6 years for Directors appointed to the Board.
Requires the Board to have the Secretary of Commerce’s approval for certain actions.
Introduces a Chief Executive Officer role for the Foundation, with powers to manage staff.
Clarifies the Foundation’s status as a nonprofit corporation.
Allows the Foundation to locate its principal office in the National Capital Region or a coastal community.
Mandates the development of best practices for outreach to Indian Tribes.
Expands the list of eligible entities for funding to include various organizations and foreign governments.
Redesignates sections of the Marine Debris Act for better organization.
