The legislation aims to provide financial assistance to agricultural producers in Texas affected by water delivery issues along the Rio Grande.
The assistance targets producers who experienced economic losses during the 2023 and 2024 crop years.
The economic losses are attributed to Mexico’s failure to deliver water as per the 1944 treaty regarding water utilization.
The Secretary of Agriculture is responsible for administering the grants to the Texas Department of Agriculture.
The amount of assistance for each producer will be proportional to their actual losses.
The grant process will follow the procedures established under a previous law (Public Law 107-206).
A total of $280 million is appropriated from the Treasury to fund the assistance program.
