Legislation Details
- Amends the Elementary and Secondary Education Act of 1965 to require states to maintain funding for school resource officer (SRO) programs in elementary and secondary schools.
- States must maintain funding at least equal to the amount spent in the most recent fiscal year prior to the enactment of the legislation.
- States must submit an annual certification of compliance to the Secretary, including a public report detailing funding amounts and the number of SROs employed.
- The Secretary can grant waivers for states demonstrating extraordinary financial circumstances that led to reduced funding for SRO programs.
- If a state fails to meet the funding requirement and does not receive a waiver, the Secretary will reduce the state’s eligible funding for the following fiscal year proportionally based on the funding shortfall.
- Defines “school resource officer” as per the Omnibus Crime Control and Safe Streets Act of 1968.
