Training focuses on compliance with directives from the President, Vice President, and political appointees, including various types of executive orders and directives.
Training program must be established within 180 days of enactment and include:
Explanation of violations and penalties for obstructing lawful directives.
Instructions on identifying prohibited activities and reporting them.
Federal agency heads must ensure covered employees complete the training within 30 days of appointment and annually thereafter.
Employees must sign a statement acknowledging receipt of training and commitment to comply.
Agencies must establish a reporting process for employees to report violations.
Agencies are required to report to the Executive Office of the President every six months on the number of reports and investigations related to violations.
Penalties for noncompliance include disciplinary actions, civil penalties up to $1,000, or a combination of both.
Defines “covered Federal employee” as those in specific high-level positions, including those in the intelligence community, Department of Defense, law enforcement, and regulatory roles.
Defines “political appointee” as individuals in positions exempt from competitive service due to their policy-related roles.
