9% for appropriations between $1.3 billion and $1.45 billion.
12% for appropriations between $1.45 billion and $1.65 billion.
15% for appropriations between $1.65 billion and $1.9 billion.
18% for appropriations between $1.9 billion and $2.2 billion.
21% for appropriations between $2.2 billion and $2.55 billion.
24% for appropriations of $2.55 billion or more.
