Establishes a policy for the United States to support the organization of a Summit of the Americas every four years, or more frequently as needed.
Aims to strengthen ties and promote cooperation between the U.S. and countries in the Western Hemisphere, including engagement with civil society, business, and youth leaders.
Authorizes the Secretary of State to implement the policy regarding the Summits of the Americas.
Recognizes the importance of subnational diplomacy and local leaders in enhancing democratic governance and regional partnerships.
Mandates the organization of a Cities Summit of the Americas to promote cooperation among cities in the Western Hemisphere, including the U.S.
Authorizes the designation of a senior-level coordinator within the Department of State to oversee the implementation of commitments made during the Summits of the Americas.
Requires the coordinator to track the implementation of summit commitments and liaise with relevant agencies and the National Security Council.
Mandates annual reports from the Secretary of State to Congress on the implementation status of the Summit commitments for five years following enactment.
