Amends the Safe Drinking Water Act to enhance regulations regarding drinking water distribution systems.
Requires community water systems to flush their distribution systems under specific conditions:
If contaminant levels exceed the maximum limit for over 6 months.
If water has been stagnant in the system for more than 6 months.
Mandates the Administrator to establish regulations for flushing within one year of enactment.
Expands the Administrator’s authority during emergency orders:
Allows testing for metalloid contaminants at a specified percentage of service connections.
Authorizes the provision of alternative water supplies if the community water system fails to comply within 7 days of an order.
If the Administrator provides alternative water supplies, the community water system owner may be charged at least twice the cost incurred.
Prohibits community water systems from increasing fees or costs to customers to cover compliance with the order.
