Establishes alternative procedures for lump sum payments for certain covered small disasters.

States or tribal governments are responsible for ensuring compliance with applicable laws and regulations.
Requires annual reporting of expenses related to covered small disasters to FEMA.
Defines “covered small disaster” as a major disaster or emergency with estimated damages not exceeding 125% of the state’s per capita indicator.
