Amends title XXVII of the Public Health Service Act to enhance health care coverage for vision and dental plans.
Introduces a new section (2719B) focused on improving coverage under vision plans.
Establishes guidelines for agreements between doctors of optometry and health plans regarding limited scope vision benefits:
Initial agreements must not exceed 2 years.
Extensions require prior acceptance from the doctor or facility and can also be for a maximum of 2 years.
Unlimited term extensions are allowed, subject to prior acceptance.
Prohibits health plans from restricting doctors of optometry in their choice of laboratories and suppliers for services and materials.
Requires the Secretary to annually notify each State of its authority to enforce these provisions and confirm whether it will do so.
Defines “doctor of optometry” and “facility that employs a doctor of optometry.”
Clarifies that state law will have exclusive application over health insurance issuers and vision benefit plans if it conflicts with the federal amendments.
