This bill aims to make more affordable rental homes available in and around big military communities. It would stop counting a service member’s Basic Allowance for Housing (BAH) when checking income limits for affordable apartments that use the federal low‑income housing tax credit or tax‑exempt bond financing, so more military families can qualify for these units. It also gives extra tax credit support to affordable housing built within 15 miles of large military bases, defined by the Defense Department as installations with a plant replacement value over $2.833 billion. These homes do not have to be only for the military; civilians can live there too. Congress also encourages more investment to boost affordable housing supply for workers and families nationwide.
