This bill lets the President start talks with the government of Panama to try to buy back the Panama Canal for the United States. It does not make any immediate changes to who runs the canal. It only allows negotiations to begin and requires updates to Congress on how those talks are going.
Within 180 days after the law takes effect, the President must send Congress a report on the progress of the talks, any problems, and what results are expected.
