This proposal would change the Constitution to require the federal government to balance its budget each year. In plain terms, the government could not spend more money than it brings in, unless Congress approves extra spending by a two‑thirds vote in both the House and the Senate. The President would also have to send Congress a yearly budget that does not spend more than the government’s expected income. There are exceptions for times of war, or when Congress passes a law declaring a natural disaster or national emergency.
