Introduced on January 9, 2025 by Rand Paul
Referred to the Committee on Rules and Administration. (text: CR S80)
This resolution would slow down how fast the Senate can vote on bills so Senators have time to read them. A Senator could object to moving forward if not enough time has passed since a bill was introduced. The wait time is tied to the bill’s length: one Senate workday for every 20 pages (and one extra day if there are pages left over). The Senate could skip this wait only if three-fifths of Senators agree to do so . The aim is to make sure bills aren’t rushed before people can understand them .
| Key point | What it means |
|---|---|
| Who is affected | U.S. Senators and anyone following or impacted by Senate bills |
| What changes | A built-in waiting period: 1 Senate day per 20 pages (rounded up). Senators can object if the wait hasn’t passed. Skipping the wait needs a three‑fifths vote |
| When it applies | Whenever the Senate is asked to consider a bill or other measure and the required time since introduction hasn’t passed |
