This bill stops the Bureau of Land Management (BLM) from carrying out its 2024 plan for the Buffalo Field Office in northern Wyoming. That 2024 plan would have ended any new federal coal leasing in the area to reduce greenhouse gases, while still allowing existing coal leases to continue. By blocking the plan, the bill prevents BLM from implementing, administering, or enforcing those changes.
The Buffalo Field Office manages about 780,000 acres of public land and 4.7 million acres of federal mineral estate across Campbell, Johnson, and Sheridan Counties. Earlier court actions led BLM to consider an option with no new coal leasing, which it adopted in 2024; this bill would halt that shift.
