This proposal tells a federal watchdog agency to study how to cut down train noise and shaking near homes and to send Congress a report with clear recommendations and the costs and benefits of each idea. The report must look at options like changing trains or tracks, improving maintenance, setting lower speeds, adding barriers or space between tracks and homes, limiting the number of trains or cars, restricting hours, adding building soundproofing, and even adjusting soil conditions. The report is due within one year after the law takes effect .
