SEC. 1. Short title

• This Act may be cited as the Train Noise and Vibrations Reduction Act of 2025.

SEC. 2. Recommendations to reduce train noise and vibrations near homes

• (a) In general
  • Not later than 1 year after the date of the enactment of this Act, the Comptroller General of the United States shall develop and submit to Congress a report containing—
    • recommendations to reduce train noise and vibrations near homes; and
    • estimates of the costs and benefits of each such recommendation.
• (b) Contents
  • The report required under subsection (a) shall, at a minimum, include such recommendations regarding—
    • modifications to trains and tracks;
    • modifications to train and track maintenance procedures;
    • speed limits for trains;
    • mitigation measures between tracks and homes;
    • the distance required between tracks and homes;
    • limits on the number of trains;
    • limits on the number of cars on trains;
    • limits on hours of operations;
    • building noise insulation; and
    • modifications to soil conditions.
