Attended public schools and graduated from Brooklyn High School and New York Law School in 1882.
Admitted to the bar in 1882 and began practicing law in Brooklyn.
Served as a U.S. Representative for New York’s 5th congressional district from 1895 to 1899.
Elected as a Republican to the Fifty-fourth and Fifty-fifth Congresses.
Served as Secretary of the United States Senate from 1900 to 1913.
Experienced a brief political setback with an unsuccessful candidacy for reelection in 1898.
Returned to Brooklyn after his Senate tenure and lived in retirement.
Married twice, first to Marie Louise Floyd-Smith, who passed away in 1913, and then to Marguerite Tennan in 1914.
Died in 1914 at the age of 50 and is interred at The Evergreens Cemetery in Brooklyn.
