- Born in Washington, Pennsylvania.
- Attended public schools and graduated from Washington and Jefferson College in 1875.
- Studied law and was admitted to the bar in 1877, practicing law until 1879.
- Became editor of the Washington Weekly Observer and established a daily edition in 1889.
- Elected to the U.S. House of Representatives as a Republican, serving from 1895 to 1909.
- Served in the 54th to 58th Congresses.
- Held leadership roles in editorial associations, including president of the Pennsylvania editorial association and recording secretary of the National Editorial Association.
- Returned to editorial work after leaving Congress until retirement in 1912.
- Died in Washington, Pennsylvania, in 1917.
