Graduated from Wilmington Conference Academy in 1890 and Washington and Lee University Law School in 1896.
Began career as a teacher and principal in public schools.
Elected to the Delaware State House in 1908.
Served in the U.S. House of Representatives from 1913 to 1915 during the 63rd Congress.
Supported corporal punishment during his congressional term.
Lost reelection in 1914 to a Republican opponent.
Resumed law practice after leaving Congress.
Died in Clayton, Delaware, and is buried in Odd Fellows Cemetery at Smyrna, Delaware.
