- Attended common schools and graduated from Augusta College, Kentucky, and Marietta College, Ohio.
- Studied law and was admitted to the bar in Chillicothe, Ohio, in 1853.
- Commenced law practice in Marion, Arkansas, before moving to Bloomington, Illinois, in 1855, and then to Canton, Illinois, the same year.
- Served on the city board of education and the board of supervisors in Canton.
- Elected as a Republican to the Forty-third Congress, serving from March 4, 1873, to March 3, 1875.
- Was an unsuccessful candidate for renomination in 1874.
- Resumed the practice of law after his term in Congress.
- Died in Canton, Illinois, and was interred in Greenwood Cemetery in Canton.
- Was the nephew of Nelson Barrere.
