First delegate to the United States House of Representatives from the Commonwealth of the Northern Mariana Islands, elected in 2008.
Only Chamorro member of Congress.
Initially ran as an Independent due to another candidate being nominated by the Democrats, but caucused with Democrats upon election and officially joined the Democratic Party in 2009.
Ran as an Independent in reelection campaigns from 2010 to 2020, before running as a Democrat in 2022.
Announced not seeking re-election in 2024 and endorsed a fellow Democrat as his successor.
Born and raised on Saipan, attended high school in Chuuk, and began higher education at the University of Guam before transferring to the University of California at Berkeley, but did not graduate due to financial reasons. Later attended the University of Hawaiʻi at Mānoa but did not graduate.
Married with six children, seven grandchildren, and four great-grandchildren.
Served in the Northern Mariana Islands Commonwealth Legislature from 1982 to 1986.
Worked as an assistant to various political figures and as Executive Director of the Commonwealth Election Commission before running for delegate.
Advocated for increased federal funding for education, healthcare, and alternative energy in the CNMI, as well as economic rights for submerged lands and waters.
Sponsored and co-sponsored legislation that became law, focusing on benefits for the CNMI, including securing federal funding for various projects.
Held committee assignments in the Committee on Education and the Workforce, Committee on Natural Resources, and past assignments in the Committee on Agriculture and Committee on Veterans’ Affairs.
Member of several caucuses, including the Congressional Asian Pacific American Caucus and the Congressional Hispanic Caucus.
