Born in Maine and initially attended Tufts College before enlisting in the Union Army during the Civil War.

Appointed as U.S. Attorney for the Northern District of Florida in 1869.
Temporarily served as Florida Attorney General in 1872.
Elected to the U.S. House of Representatives in 1876, winning by a narrow margin.
